		<description>i disagree about any counter attendant not required to have a record check. why? The counter person is in a position of trust. When I hand over money, or any information, I expect a fair exchange. If the person behind the counter, short change me, or even is involved in credit fraud, then all trust and credibility is gone for that company. Other positions don&#039;t really need a check unless the person shows malice behavior. IMO of course.</description>

Criminal record checks by companies are reaching a levels that make it near impossible for persons with a record to find employment. This creates many more social problems than it solves. In essence it is a discriminatory exercise. While I believe it is relevant for institutions like government, childcare, banking etc, to have background check policies; I believe the process is simply abused by businesses overall. 

Business owners have the right to hire who they want, but I don’t feel that they should be able to require police checks for every position and applicant. That is blanket discrimination. I think corporate Canada should have to establish a viable reason for requiring a background check for any particular position. If the position doesn&#039;t fall inside the margins of such a justification they should not be legally able to ask for a CPIC. Here&#039;s another though, maybe make all minimum wage positions ineligible for background checks. 

For example, should a counter attendant at Tim Horton’s really have to shell out money for a CPIC? Would &quot;not&quot; requiring CPICs for such a position raise theft rates in Tim Horton’s?</description>
